Course summary Successful participants will be able to guide and participate in multi-disciplinary water resources planning activities, applying methodologies and techniques of plan formulation and analysis
Course description The course consists of 3 main subjects and at least 1 field-trip, briefly described below (1) Framework for Analysis for Water Resources Planning: Processes of and tools for water resources planning at national water sector and river basin level. Topics: (a) Situation and function analysis, (b) Hierarchy of objectives and criteria, (c) Boundary conditions for system analysis, and (d) Formulation and evaluation of strategies. (2) (Social) Cost-benefit Analysis (SCBA) : Understand the application of economics to water management problems. Topics: (a) financial model for an investment project, (b) conduct a financial CBA and SCBA, (c) Understand the relevance of assumptions. (3) Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA), with topics (a) Describe environmental impacts, (b) Principles of environmental assessment (EIA/SEA); (c) Methodologies available for environmental assessment and communication. (4) Field-trip: visit to three institutions responsible for multi-level multi-sectoral planning of water resources. The course consists of lectures, simulation game, exercises, assignments and self-study.

Course objectives Successful participants will be able to evaluate, participate in and guide water resources planning activities applying planning techniques and water resources system analytical methodologies. Successful participants will be familiar with the economic concepts of water resources planning and will be able to communicate successfully with economists on the issues involved.
